There is nothing bigger or smaller than the local church; the New Testament only authorizes a given location and that is what a church is. Acts 11.22-30 Acts 13.1. Acts 9.19. 1 Cor 1.2. Rom 16.1:5
The New Testament does not recognize a headquarter and connecting dioceses and other things that make up a church. The government inside the local church consists of membership, deacons and elders. Phil 1.1. The headquarters is in heaven where Jesus Christ is the head. Eph 5.23. This is a different from what you see in many denominations across the world. When you look at man-made religion, you will see various headquarters located in different lands that serve as the brain of various congregations. There are no conventions to bring all the churches together because according to the New Testament, each church is autonomous and under the oversight of its elders, decide what that local church is going to do. Acts 20.17.28. 1 Peter 5.1-4 What needs to happen is study of the New Testament organization of the church. Afterwards patterning the church as the scriptures reveal. If not, look out for more man-made doctrine. Mark 7.6-13. Rom 10.1-4.
